Surface-treated steel sheet for use in mfg fuel tanks comprising - Zn-X plating layer on both sides of sheet, wherein X is Ni (9-18%); Co (0.02-3%); Mn (25-45%) or Cr (8-20%); the amount of deposition of each plating layer 5-40 g/square.m & at least one Zn-X layer having cracks in surface layer, with d. of cracks being 1000-150000 in terms of the number of plated regions surrounded by cracks in a visual field of 1 mm x 1 mm & max. width of cracks < 0.5 micro.m - Chromate film on at least one side of Zn-X plated sheet; the amount of Cr 10-200 mg/square.m & chromate film pene trating the cracks |
