Because the versatile plastic has an opportunity "to position itself as a solution to environment problems," its use globally will continue to rise. Leveson recently finished an update of the "Vinyl 2020 Report," a 1996 paper issued as part of an industry and government effort to study what measures chemical process industries had to take to remain competitive. Demand is weak today, but Leveson said world PVC consumption rates could rise 4.3% per year if the plastic's "underlying strengths" are taken into account. He expects particularly strong growth in China of 9.1% and in India of 5.8%. Asia overall may see consumption grow at an annual rate of 7.6%, while he expects the U.S. and European community to experience growth rates of 4.1% and 2.1%, respectively. However, under Leveson's "mature" scenario, world growth is likely to be 2.6% per year. And if many of the restrictions that opponents would like to see placed on PVC do go into place, especially in Europe, global consumption may rise only at an annual 1.3% rate. |
